Munoz, Cecilia (b. 1962)

At the time of her appointment to director of the Domestic Policy Council (DPC) in 2012, a position she held until 2017, Cecilia Munoz was the highest-ranking Hispanic in President Barack Obama’s administration. The Domestic Policy Council advises the President on domestic issues and works with Congress on the President’s priorities. Before becoming DPC director, Munoz had been director of intergovernmental affairs.

The daughter of immigrants from Bolivia, Munoz helped develop a new policy regarding illegal immigrants who came to the United States as young children, graduated from high school, and who want to attend college or enter the military. The policy allows the Department of Homeland Security to review each deportation case and determine if the person poses a threat to homeland security or public safety. Under the new policy, the immigrants would be allowed to stay in this country if they do not threaten America or Americans. The policy seeks to fill part of the gap in the nation’s immigration policy.

Munoz was senior vice president for the office of research advocacy and legislation of the National Council of La Raza, America’s largest Latino civil rights organization. Munoz earned her undergraduate degree from the University of Michigan, Ann Arbor and her master’s degree from the University of California at Berkeley. In June 2000, she was awarded a MacArthur Foundation fellowship in recognition of her work on immigration and civil rights.
